The Deputy Director is responsible for a wide range of utility managerial functions, to include, but not limited to, the oversight of utility operations and maintenance functions, capital improvement projects, scheduling and dispatching work crews, employee development, coordinating maintenance scheduling, and implementing preventative maintenance programs. The position ensures that the Standard Operating Procedures for operations and maintenance of the utilities are in place and administer a Quality Control program on a wide range of construction, repair, safety, and environmental aspects of utility operations. The position ensures compliance with regulations, permits, policies and procedures of the installation.Starting Wage Range: $144,956 - $148,250/annually DOE.
Location: This is an in-person position located on Ft. Wainwright, Alaska.
What you will do- Manage the day-to-day operations of the water treatment and distribution system, wastewater collection system, steam heat distribution system, and electrical distribution system to ensure the safe, reliable delivery of utilities by following DU standards and industry best practices while working within the annual budget.
- Manage and develop front line supervisors, ensuring compliance with the Doyon Utilities standards, policies, procedures, and CBA’s. This includes ensuring all Depot employees are provided with and complete the training necessary to work safely and effectively.
- Coordinate with contractors to perform work that supports the maintenance and repair of assets. This includes initiating contracts and monitoring DU and contractor compliance with the contract requirements.
- Manages the maintenance and repair of DU assets using the CMMS system to ensure all assets are maintained properly and on schedule, that corrective maintenance receive the proper priority, and data quality is good.
- Participate in the creation of the annual budget and the 5 year capital plan.
- Support the DU projects and engineering groups by providing field data, and participating in design review, pre-bid, and preconstruction meetings. This includes identifying areas where project work interfaces with current operations and the utility consumers.
- Ensure compliance with the Utilities Privatization contract, and all ADEC, EPA, DOT, DOL, OSHA, and EEOC permits and guidelines.
- Create and share operational updates and reports with the Contracting Officer, the VP of Operations, and other utility stakeholders.
- Develop and maintain a safe and collaborative work environment, ensure strict adherence to safety policies and procedures, and participation in the Loss Prevention System.
Conditions of Employment
Must pass a pre-employment drug test, random drug test thereafter in accordance with the published policy of Doyon Utilities. Must have a valid driver's license issued by the State of Alaska. Must be eligible to work on a military installation in Alaska. Eligibility to work on a military installation includes compliance with Department of Defense mandates with respect to employee background and health directives.
Qualifications- Bachelor's Degree in Engineering, Process Technology or Construction Management, or a combination of education and relevant experience may be substituted at a 2:1 ratio (e.g. two years of education equals one year of experience). Required
- 7+ years of progressively responsible positions in the utility or construction industry or operation and maintenance of industrial facilities. Required and
- 2 years of supervisory experience. Required
- 4 years of supervisory experience. Preferred
- Proficient in the use of Microsoft Office Suite. (required proficiency)
- Intermediate level of experience with computerized maintenance management systems. (required proficiency)
- Intermediate knowledge of the construction, operation, and maintenance of water, wastewater, electrical and steam distribution systems. (required proficiency)
- Strong written and verbal communication skills. (required proficiency)
- Advanced knowledge of OSHA rules and regulations. (required proficiency)
- Intermediate level knowledge of ADEC and EPA regulatory requirements for operating utilities. (required proficiency)
